I would recomend www.labelworks.com, they have short run abilities and can run multiple of sizes on weather resistant stock. They carry the 3x3" die in house so it is not custom.

A client of mine, Labels & Decals International can handle this for you. They use all weather resistant (light fast and auto grade) inks and can topcoat with UV inhibiting varnish as well.
